“Austria on the move” – Technical specifications for an Austria-wide mobility survey

Task

In cooperation with the Vienna University of Technology and Helco, we were commissioned by the BMK (now BMIMI), ÖBB and ASFINAG to investigate implementation options and draw up the technical specifications for a future Austria-wide mobility survey “Österreich unterwegs”. Among other things, we contributed our expertise to the realization of a market exploration study and the evaluation of the availability, suitability and application maturity of various digital survey tools.

Work steps

The following key activities were performed in the course of project realization:

  • Demonstration of the status quo of national mobility surveys as well as comprehensive research and overview of current survey techniques and methods.
  • Determining and prioritizing the requirements and objectives of different stakeholders in workshops.
  • Presentation and evaluation of the suitability of individual survey techniques and methods, e.g. through in-depth analysis of case studies and interviews with technology and service providers.
  • Synthesis and assessment of implementation options (e.g. using SWOT analysis).
  • Preparation of the technical specifications for conducting the survey (e.g. cost and time estimates, results design and methodology, recruitment strategy, sampling).

Results

The results of this project are a technical performance specification, which represents preparatory work for the next Austria-wide mobility survey “Austria on the move” and describes and evaluates various implementation options. The following key results are available:

  • Analysis of requirements for the national mobility survey from the different perspectives and objectives of the client and key stakeholders, including identification of conflicting objectives and prioritization of the different target dimensions.
  • Overview of available, suitable and ready-to-use survey techniques and methods with a focus on technology-based methods.
  • Comparison, evaluation and selection of several implementation options in terms of their advantages and disadvantages with regard to the fulfillment of the target dimensions in order to enable an evidence-based decision by the client.
  • Technical specifications for the awarding, implementation and evaluation of the survey for the final implementation variant.
